Pedro H. Tavares is a senior digital development advisor and author helping governments and development partners build trusted, inclusive digital state capability in real-world institutional contexts. Working at the intersection of digital public infrastructure, digital government, digital economy and institutional transformation, he helps turn fragmented digital initiatives into connected public systems that improve lives. He is the author of Integrated Digital Public Infrastructure and Digital Government, which introduces the Digital State Spine framework for designing DPI and digital government as one connected public system linking platforms, services, institutions, safeguards, infrastructure, capacity and public value. His work spans digital ID, interoperability, data governance, cybersecurity, connectivity, digital inclusion and cross-sector transformation in health, education, finance, justice, social protection and markets. With close to three decades of experience and exposure to 27 countries, Pedro has led and authored national digital transformation strategies and roadmaps across the Asia-Pacific. He has held senior advisory staff and consulting roles with ADB, UNICEF, ITU, Australia’s DFAT, DBS Bank and government partners. His favourite part of work is translating complexity into shared clarity, bridging government strategy and technical teams, policy and platforms, donor priorities and local realities.
